I have a dream



Each year, on New Year's Eve, it is customary that the President of the Italian Republic appears on Television to give a speech. For as long as I remember, these have ranged from gooey to annoying to downright infuriating, but hey! It's the night of dreams, in a sad year, so let me insert some fancy parts.... That I am safe in thinking I will NEVER hear.

“ Over the past decade, and well before last elections and the nomination of Conte as Prime Minister, the use of Confidence votes to enact legislation has exploded. So, as custodian of the Constitution, I want to say this to my fellow citizens: from now on, every government will customarily have a strictly limited number of Confidence votes: One when it is confirmed, then one per year on matters OTHER than its continued existence. I won't sign any other law coming off over and above those numbers.”

“ As much as the Recovery Fund will provide additional resources, it's all coming from additional debt and going into public spending. Do not bother coming with a Recovery Plan law for me to sign before having enacted a thorough spending review. The total government expenses per year dwarf the Recovery Fund.”

“ As much as words like “Inclusion”, “Climate”, and “innovation” are cuties, Italy is far behind its EU peers in much more down to earth matters, like bureaucratic complexities, a legal system hounding producers and entrepreneurs, and a body of law which is nearing the sum of all other countries combined. The Parliament job, and it should be an easy one, Is not to find perpetual motion or the philosopher stone, but it IS to guarantee a good administration and a safe legal and judicial framework of stability to whomever wants to produce wealth here. Just go and copy others.

 By the way, that's a thing only parliament is entitled to do. So, I urge you to do YOUR job before claiming you can do anything else”.

“ I will not sleep before the Constitution is amended to include a paramount principle: in whatever case where there is a doubt in interpretation, any authority will decide in favour of the part who DID NOT write the law. So, the STATE will have to succumb any time the law is badly written.”
